Altai Republic to Make Time Zone Change on March 27, 2016
Vladimir Putin, the Russian President, signed a time zone change into law for the Altai Republic in March, 2016. The change is set to take effect on March 27th, 2016 at 2:00 am local time (which is March 26th, 2016 at 18:00 in UTC).
The change will move the Altai Republic in Russia from the Moscow Standard Time (MSK+3) zone to Krasnoyarsk Time (MSK+4, KRAT, or UTC+7), and it will also affect the offset, changing it from +0600 to +0700. The primary city that will be affected by this change includes Gorno-Altaysk.
Several other time zone changes are planned for various regions of Russia, however, most are not considered official yet.
Zabaykalsky Krai, located in Siberia, and Astrakhan Oblast, located in southern Russia, will also see a time change thanks to federal law. That change is also scheduled to happen on March 27, 2016.
